    I. Basic Project Information
1. Purchaser: Hezhang County Yushun Water Investment and Water Services Co., Ltd.
2. Project Name: Operation and Maintenance Services for the Automatic Monitoring System of Wastewater Discharge Outlets at the Yemachuan Town Wastewater Treatment Plant in Hezhang County, along with Commissioned Testing Services
3. Project Scope: The supplier shall be responsible for the comprehensive operation and maintenance, commissioned testing, and related environmental protection management of the automatic monitoring system at the wastewater discharge outlet of the sewage treatment plant in Yemachuan Town, Hezhang County, ensuring that the system operates stably, accurately, and in compliance with regulations. 4. Project Budget: The budget for this project is RMB 150,000.
5. Service Location: Wastewater Treatment Plant, Yemachuan Town, Hezhang County, Bijie City, Guizhou Province
6. Service Period: 1 year from the date the contract is signed and becomes effective.
7. Requirements for Consortium Responses: This project does not accept consortium responses, and subcontracting or subletting is not permitted.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations legally registered and established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, and possessing full capacity to independently assume civil liabilities (whose business scope includes related areas such as environmental protection monitoring, mechanical equipment maintenance, and technical services).
2. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
3. Possess the equipment and professional technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
4. There have been no subcontracts or illegal subcontracting activities in the past two years; a commitment letter stamped with the official seal must be provided.
5. No major violations have been recorded in business activities over the past three years; a commitment letter stamped with the official seal must be provided.
6. If the entity is not listed on the “Credit China” website (www.creditchina.gov.cn) in the following categories: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Behaviors in Government Procurement,” a query screenshot with the official seal affixed must be provided as proof.
      III. Requirements Related to Services and Response
1. Legal entities, other organizations, or individuals that have a conflict of interest with the purchaser and may compromise the fairness of the procurement shall not participate in the response. Units whose responsible persons are the same or that have controlling or management relationships with each other shall not simultaneously participate in the response to this project.
2. All operations and maintenance activities must comply with the current management measures, technical specifications, and standards for automatic monitoring of pollution sources issued by the national authorities and Guizhou Province.
3. Operations and maintenance personnel must possess the corresponding technical capabilities.
4. Ensure that the effective transmission rate of automated monitoring data is no less than 90%, and that data accuracy meets the specified requirements.

All important information regarding this procurement project, including the tender announcement and the public notice of the winning bid results, will be uniformly published on the official website of Guizhou Axsilisi Culture and Tourism Investment (Group) Co., Ltd.       VII. Campaign Negotiation Arrangements
1. Campaign period: December 2, 2025, 10:00;
2. Campaign location: Conference Center, Hezhang County, 12th Floor, Conference Room 1233;
3. Campaign Rules: The prerequisite for conducting this campaign is that the number of valid respondents who pass the qualification review must be no fewer than three.
4. Bidding Method: Each respondent shall attend the bidding meeting on-site, bringing along their response documents, and submit multiple rounds of on-site bids at prices not exceeding the procurement budget. The specific number of bidding rounds will be flexibly determined by the bidding team based on the on-site conditions.
5. Determination of the Winning Bidder: This project will be evaluated using a comprehensive scoring method, similar to the bidding and tendering process. The bidding team will conduct a comprehensive review of the response documents based on the scoring criteria and rank the candidates accordingly. If the candidate ranked first voluntarily gives up their right to win the contract, the candidate ranked second will take over, followed by the candidate ranked third, in that order.
