Notice of Competitive Negotiation for the Procurement of Labor Dispatch Services

To meet our company's labor needs, we are now publicly inviting applications from potential service providers of labor dispatching. Qualified suppliers with relevant technical capabilities and sound financial standing are warmly encouraged to participate.
I. Basic Project Information
1. Purchaser: Hezhang County Jiucaiping Human Resources Service Co., Ltd.
2. Procurement Project and Overview:
(1) Project Name: Procurement Project for Labor Dispatch Services.
(2) Project Location: Within Hezhang County.
(3) Project Scope: Based on the purchaser's labor needs in areas such as scenic area operations, hotel accommodations, and guesthouse services, we will procure labor dispatch services for positions including engineering technical management, hotel front desk staff, restaurant servers, ticket clerks, and drivers.
(4) Service Period: 2 years from the date of contract signing.
3. This project does not accept responses from consortia, and subcontracting or subletting is not permitted.
2. Supplier Qualification Requirements
1. A legal entity or organization that is duly registered and legally existing in the People's Republic of China, holds a valid business license with a unified social credit code, and is capable of independently assuming civil liabilities.
2. Possess a valid Human Resources Service License or a Human Resources Service Filing Certificate.
3. Bidders shall have a good record of legally paying taxes and social security contributions, and must provide proof of social security and tax payments for any three-month period within the six months preceding the bid deadline.
4. Submit a letter of commitment demonstrating the necessary equipment and professional technical capabilities required to fulfill the contract, duly stamped with the official company seal.
5. The bidder has not engaged in subcontracting or illegal sub-contracting activities over the past two years (from October 2023 to date). Please provide a letter of commitment stamped with the official company seal.
6. A letter of commitment, stamped with the official company seal, confirming no significant legal violations in business activities over the past three years.
7. The bidding company (or legal entity) must not be listed on the "Credit China" website (www.creditchina.gov.cn) in the records of "Discredited Persons Subject to Enforcement" or "Parties Involved in Major Tax Violation Cases," nor on the list of "Serious Illegal and Dishonest Acts in Government Procurement." Please provide a screenshot as proof, duly stamped with the official company seal.
III. Other Requirements
1. Bidders who have a conflict of interest with the purchaser—such as legal entities, other organizations, or individuals—that may compromise the fairness of the procurement process—are prohibited from participating.
2. Bidding entities whose legal representatives are the same person, or that have a controlling or management relationship with each other, are not permitted to participate in the same procurement project.
3. Bidders shall promptly respond to the purchaser's staffing requirements.

V. Requirements for Preparing and Binding the Response Document
1. Format of the "Response Document":
(1) Bidders must ensure that all documents and materials in the Response Document are authentic, legal, and valid.
(2) The "Response Document" must be written in Chinese, use the legal measurement units of the People's Republic of China, be formatted on A4-sized paper, and bound with adhesive binding (loose-leaf binding is strictly prohibited—except for drawings, images, and product promotional materials). It must include page numbers and be clearly legible. The "Response Document" should clearly indicate the project name, whether it is the original or a copy, and must bear the bidder’s full company name, date, and official company seal.
Note: Bidders are requested to download the "Response Document" reference template from the attachment of this announcement for your own use.
2. The contents of the "Response Document":
(1) Bidders attending the meeting shall submit one original and four copies of the "Response Document" to their respective organizations. The content of the copies shall be exact duplicates of the original, with the cover sealed in a package and stamped with the bidder's official company seal.
(2) Contents of the Response Document:
① Original copy of the Commitment Letter for Participating in Competitive Negotiation;
② Original basic quotation document;
③ Business License. This competitive negotiation requires bidders to hold a valid and legal business license or a corporate entity certificate for public institutions.
④ Certificate of Legal Representative and Power of Attorney from the Legal Representative. If the legal representative attends the competitive negotiation, they must present their original, valid ID card. If an authorized representative attends on behalf of the legal representative, they must bring the Power of Attorney issued by the legal representative along with their own original, valid ID card (the original must be shown on-site, while a photocopy should be bound together with the "Response Documents").
⑤ Possess a valid Human Resources Service License or a Human Resources Service Filing Certificate;
⑥ Bidders shall have a good record of legally paying taxes and social security contributions, providing proof of social insurance and tax payments for any three-month period within the six months preceding the bid deadline.
⑦ The bidder has not engaged in subcontracting or illegal sub-contracting activities over the past two years (from October 2023 to date); please provide a commitment letter stamped with the official company seal.
⑧ Not listed on the "Credit China" website (www.creditchina.gov.cn) under the Credit Services section: specifically, not found in the lists for Persons Subject to Enforcement Actions Due to Dishonesty, Major Tax Violation Cases, or Serious Government Investment Promotion Violations; nor listed on the Government Investment Promotion Records of Serious Dishonest Behaviors (a webpage screenshot of the query page must be provided—one copy stamped with the company’s official seal for on-site verification, and the other copy bound into the Response Document).
⑨ A letter of commitment, stamped with the official company seal, confirming no significant legal violations in business operations over the past three years;
⑩ A letter of commitment demonstrating the necessary equipment and professional technical capabilities to fulfill the contract;
⑪ Other documents and materials that bidders believe should be submitted.
3. Packaging of the "Response Document":
(1) Bidders shall seal the "Response Document" in one envelope, which should contain one original and four copies of the "Response Document."
(2) The sealed package must include the project name, the purchaser’s name, and the bidder’s name. The opening should be affixed with a seal bearing the bidder’s official company stamp.
Note: The ID cards of the bidder's attending representatives, the authorization letter, and any other documents required to be presented on-site should not be sealed. If the response documents are not packaged according to the sealing requirements, our unit reserves the right to reject them.
6. On-site Registration
1. Registration period: October 15, 2025, to October 17, 2025, 12:00 PM
2. Registration Location: Hezhang County Xincheng International Child Care Office
3. Registration Method: On-site registration; please submit the following documents upon registration:
(1) Original copy of the power of attorney;
(2) One copy of the business license and qualification documents, stamped with the official company seal.
7. Submitting Response Documents
Bidders attending the competitive negotiation for this project on-site must submit both a hard copy of the Response Document and a paper-based scanned version (in PDF format) simultaneously.
1. Submission Deadline:
(1) Paper Version: Before 10:00 AM on October 17, 2025, please deliver the sealed paper version of your "Response Document" to Office 1216, 12th Floor, Main Building, Hezhang County Convention & Exhibition Center. (Bidders choosing to send their response documents by mail must ensure that the documents arrive at the purchaser's address no later than 10:00 AM on October 17. Late submissions will be considered invalid bids.)
(2) Electronic Scanned Version: Between 10:00 and 10:30 on October 17, 2025, please send the paper-based scanned version of the "Response Document" (in PDF format) to the email address axlxlygsgcgs@126.com. (The receipt time shown in the email will be used as the official timestamp; submissions must be received no earlier than 10:00 AM or later than 10:30 AM. Any Response Documents sent before or after this specified timeframe will be rejected by the purchaser and deemed invalid.)
2. Precautions
(1) On Saturdays and Sundays, courier companies do not deliver mail.
(2) If the paper version is not submitted by the deadline and the electronic scanned copy is not sent either, the purchaser will refuse to accept it, rendering the quotation invalid.
(3) The content of the paper-based and electronic versions of the response documents submitted by bidders must be identical; otherwise, the quotation will be deemed invalid.
VIII. Time, Location, and Method of Competitive Negotiation
1. Competitive negotiation time: Starting at 10:30 AM on October 20, 2025;
2. Competitive negotiation location: Conference Center, Hezhang County, Room 1233, 12th Floor;
3. Competitive Negotiation Method:
The project will have no fewer than 3 bidders, who will submit on-site bids based on the lowest base quotation amount. The number of bidding rounds is flexible and may vary.
The competitive negotiation panel, following the "lowest price wins" principle, ranks and evaluates bidders based on their quotes—from lowest to highest—to determine the successful candidate. If the candidate ranked first declines the opportunity, the selection process moves to the second-ranked bidder, and so forth, until the lowest-priced eligible bidder is chosen as the project’s successful contractor. In the unlikely event of multiple bidders submitting the exact same lowest price, the winner will be decided by a lottery.
