According to relevant national laws and regulations, the helicopter operation cooperation project at Axilisi Jiucaiping Scenic Area is contracted through public bidding. Units interested in cooperation are welcome to obtain the "Bidding Documents" and participate in the bid opening.
    I. Basic Information
1. Bid Organizer: Guizhou Roof Jiucaiping Tourism Development Co., Ltd.
2. Bidding Project and Overview:
(1) Project Name: Axilisi Jiucaiping Scenic Area Helicopter Operation Cooperation Project
(2) Project Location: Xingfa Township, Hezhang County, Guizhou Province
(3) Project Content: Operate no less than 1 helicopter
(4) Cooperation Period: August 2025 to October 2025
3. Bid Blocking Conditions: The revenue sharing ratio for helicopter operation shall be no less than 20% for the bid organizer and no more than 80% for the winning bidder. (This ratio is an important consideration in the negotiation)
4. Cooperation Method: This project openly selects partners from society.
(1) The winning party shall provide the equipment and personnel required for operation.
(2) Project revenue sharing settlement: Settlement of operating income sharing on October 8 of the same year (the day after the National Day Golden Week).
5. Bid Deposit: Bidders must pay a bid deposit of 20,000 yuan to the bid organizer. The deposit will be refunded after the bidding results are announced.
6. Project Deposit: The winning bidder must pay a deposit of 50,000 yuan to the scenic area, which will be refunded after the cooperation period ends.
7. This project does not accept consortium responses and does not allow subcontracting or transfer of contract.
      II. Qualifications of Bidders
1. Legal entities or organizations registered and legally existing in the People's Republic of China with a valid unified social credit code business license, capable of independently bearing civil liability.
2. Enterprise registered capital of over 8 million yuan (based on industrial and commercial registration information).
3. Bidding enterprises should have a good record of tax payment, provide a copy of the tax payment receipt for any month within the last six months stamped with the official seal (those legally exempt from tax should provide corresponding documents) or submit a tax payment commitment letter stamped with the official seal;
4. Commitment letter stamped with the official seal stating no major illegal records in business activities in the past three years, and provide proof of good service reports.
5. The bidding enterprise (or legal person) must not be listed on the "Credit China" website (www.creditchina.gov.cn) as a dishonest executor, major tax law violator, or serious illegal and dishonest government procurement entity; and provide a screenshot proof stamped with the official seal.
6. Relevant qualification requirements.
(1) Possess the 91 and 135 operation certificates (aerial sightseeing flight) issued by the Civil Aviation Administration of China.
(2) Pilots must have flight qualifications with more than 600 hours of flight time.
      III. Bidding Method        
This project adopts the lowest bid price method. The evaluation team will comprehensively consider all aspects of the bidding units and select the lowest on-site bidder among qualified bidders as the winner. There is no limit on the number of potential bidders; ranking and selection are based directly on bidding principles. If the top-ranked candidate withdraws, the second-ranked candidate will be selected, and so on.
    IV. Other Requirements
1. Bidders shall bear the equipment, personnel, and other resources required to operate the project.
2. The winning unit must strictly comply with relevant national laws and regulations, conduct helicopter project operations, ensure operational safety during the period, and comply with the operating hours and various rules managed by the bid organizer.
3. Requirements for operating equipment and personnel.
(1) Number of operating equipment: at least 1 helicopter.
(2) Number of operating personnel: according to actual business needs, equipped with pilots, mechanics, ground support and safety guides, ticketing and promotion staff (including personnel stationed in the scenic area).
4. Operating time requirements.
Operating time is from August to October 2025.
5. The winning bidder shall bear all legal and economic compensation responsibilities for any safety, fire, or other accidents causing injury or death to employees or tourists during the operation of the project, or penalties imposed by relevant government departments.
