      I. Basic Project Information

(2) Project Location: Ertaipo Scenic Area, Xingfa Township, Hezhang County

(4) Project Content: Complete the preparation and review of the fire safety assessment report for the Ertaipo service area (project area 1290㎡), until the project passes the fire safety assessment and acceptance.
(5) Project Budget: 50,000 RMB (maximum price limit)
(6) Duration: 30 calendar days from the date of contract signing
3. This project does not accept joint bids and does not allow subcontracting or transfer of contracts.
      II. Qualification Requirements for Bidders
1. Legal persons or organizations registered and legally existing in accordance with the laws of the People's Republic of China, holding valid unified social credit codes and business licenses, and capable of independently assuming civil liability.
2. Submit a letter of commitment with the company seal, stating that the bidder possesses the necessary equipment and professional technical capabilities to fulfill the contract.
3. Submit a letter of commitment with the company seal, stating that the company complies with tax laws.
4. Submit a letter of commitment with the company seal, stating that there have been no major violations in business activities in the past three years.
5. The bidding enterprise (or legal person) has not been included in the "Dishonest and Illegitimate Executor List," "List of Parties Involved in Major Tax Violations," or "List of Seriously Illegal and Untrustworthy Behaviors in Government Procurement" on the "Credit China" website (www.creditchina.gov.cn); and provide a screenshot with the company seal.
      III. Other Requirements
1. Legal persons, other organizations, or individuals who have a vested interest in the purchaser that may affect the fairness of the procurement are not allowed to participate.
2. Different units with the same person in charge or with controlling or management relationships are not allowed to participate in bidding for the same section or the same procurement project without section division.
3. The project payment method will be determined based on the purchaser's funding situation, and the specific terms will be stipulated in the contract.
4. The bidder must complete the relevant work of the project's fire safety assessment until the project passes the fire safety assessment and acceptance.

      V. Requirements for the Preparation and Binding of Response Documents
1. Format of the Response Document:
(1) The bidder must ensure that all documents and materials in the Response Document are true, legal, and valid.
(2) The Response Document should be written in Chinese, using the legal measurement units of the People's Republic of China, A4 paper size, bound with glue (loose-leaf binding is not allowed, except for drawings, pictures, and product promotional materials), with page numbers, and clearly legible. The Response Document should indicate the project name, original or copy, etc., and must have the full name of the bidder, date, and company seal.
2. Content of the Response Document:
(1) When attending the meeting, the bidder should submit 1 original and 4 copies of the Response Document to this unit. The content of the copies should be copied from the original, and the cover should be stamped with the bidder's seal and sealed in a package.
(2) Content of the Response Document:
① Original of the Commitment Letter to Participate in Competitive Negotiation;
② Original of the Bidding Commitment Letter;
③ Business License. For this competitive negotiation, the bidder must have a legally valid business license or institutional legal person certificate;
④ Certificate of Legal Representative, Power of Attorney of Legal Representative. If the legal representative participates in the competitive negotiation, they must bring their valid ID card original; if the authorized representative of the legal representative participates, they must bring the power of attorney and their valid ID card original (originals to be shown on-site, copies to be included in the Response Document);
⑤ Not included in the "Credit China" website (www.creditchina.gov.cn) credit service section: Dishonest Executor Inquiry, Major Tax Violation Inquiry, Government Procurement Seriously Illegal and Untrustworthy List Inquiry, and China Government Procurement (www.ccgp.gov.cn): Government Procurement Seriously Illegal and Untrustworthy Behavior Record List (provide screenshots of the query page) (one screenshot with the company seal to be shown on-site, another copy to be included in the Response Document);
⑥ Submit a letter of commitment with the company seal, stating that the company complies with tax laws;
⑦ Submit a letter of commitment with the company seal, stating that there have been no major violations in business activities in the past three years;
⑧ Letter of commitment with the company seal, stating that the bidder possesses the necessary equipment and professional technical capabilities to fulfill the contract;
⑨ Other documents and materials that the bidder deems necessary to submit.
3. Packaging of the Response Document:
Bidders should seal the Response Documents in one package. The sealed package should contain one original and four copies of the Response Documents.
The sealed package should be labeled with the project name, purchaser's name, and bidder's name. The opening should be sealed with a seal, and the seal should be stamped with the bidder's official seal.
Note: The bidder's representative's ID card, letter of authorization, and other documents that need to be presented on-site will not be sealed. This unit reserves the right to refuse any Response Documents that do not meet the sealing requirements.

      VI. Submission of Response Documents
1. Submission Time:
(1) Paper Version: Submit the sealed Response Documents to Room 1217, 12th Floor, Main Building, Hezhang County Convention and Exhibition Center, Bijie City, Guizhou Province before 10:00 AM on August 14, 2025. (Bidders who choose to mail their Response Documents must ensure that they arrive at the purchaser's location before 10:00 AM on August 14, 2025; otherwise, the bid will be considered invalid.)
(2) Electronic Scanned Version: Submit the scanned PDF version of the paper Response Documents to the email address axlxlygsgcb@163.com between 10:00 AM and 10:30 AM on August 14, 2025 (based on the email receipt time). Failure to submit the paper version and electronic scanned version by the deadline will result in the purchaser rejecting the bid, and the bid will be considered invalid).

(1) Courier companies do not deliver mail on Saturdays and Sundays.

3. Method:
This project requires no less than 3 bidders. Bidders will quote prices based on the maximum price limit; bids exceeding the maximum price limit will be considered invalid. The competitive negotiation group will select the winning bidder based on the principle of "the lowest bidder wins," ranking bidders from lowest to highest. If the highest-ranked bidder withdraws, the bid will be passed to the second-highest ranked bidder, and so on. The lowest bidder among the qualified bidders will be selected as the winning bidder for this project.
