      II. Shop Business Distribution

Based on the concept of high-quality and sustainable development, while providing high-quality business locations for merchants, it also meets the needs of tourists in the scenic area for "food, accommodation, transportation, travel, shopping, and entertainment." In order to enable merchants to develop in the long term in the scenic area and avoid a single business type, resulting in vicious competition, the scenic area will classify and regulate the commercial area, reasonably allocate the business types in the commercial area, and provide different goods for customers to choose from. The specific distribution of business types is as follows: West Gate Visitor Center Supermarket (convenience store, retail), West Gate Reversing Lane Shop (catering, clothing rental), Summit Small Square (catering, convenience store, clothing rental), Cizhugou Shop (catering, clothing rental), No. 3 Toilet Shop (catering, clothing rental), Cable Car Upper Station Supermarket (catering, convenience store), Cable Car Lower Station Shops 1-4 (convenience store, catering, clothing rental, handicrafts, specialties)

III Lease Time and Method

1. Registration Time: July 15, 2025 to July 17, 2025.

2. Deposit. A bidding deposit of 3000 yuan is required upon registration. The full amount will be refunded if the bidding is unsuccessful. After the successful bidding, a shop lease contract must be signed with the scenic area within three days. If the bidder withdraws after the bidding or fails to sign the contract as agreed due to their own reasons, it will be considered as giving up the lease, and the deposit will not be refunded. After the successful bidding, the deposit can be directly transferred to the operating deposit or deducted from the corresponding amount of shop rent.

4. Bidding Time: July 19, 2025

5. Contract Signing Time: July 19, 2024 to May 18, 2025. The shop lease term is 10 months. (June and July each year are the maintenance time for shop buildings)  

6. Lease Bidding Method: On-site bidding will be adopted. The first round of bidding will be based on the starting price of each storefront or business location. Bids equal to or higher than the starting price are valid bids (bids lower than the starting price are invalid bids). The price increase in each round must not be less than 1000.00 yuan. Bids less than 1000.00 yuan/round are invalid bids. The bidder with the highest final bid will be determined as the successful individual business operator, company, or enterprise. (Note: For Cizhugou shops and No. 3 toilet shops, the price increase in each round must not be less than 200.00 yuan. Bids less than 200.00 yuan/round are invalid bids. The bidder with the highest final bid will be determined as the successful individual business operator, company, or enterprise.)   

7. Lease Target: Open bidding to the public.

IV. Merchant Notice

1. After reaching a lease agreement, the deposit paid during registration can be transferred to the operating deposit during the lease term or deducted from the corresponding amount of shop rent. If the merchant operates and manages as required, the full deposit will be refunded upon expiration of the lease. If there is any violation of the relevant regulations, the corresponding deposit will be deducted according to the management matters notification list.

2. All rent fees must be paid when signing the contract. Water and electricity expenses incurred during the lease term can be deducted from the operating deposit.

3. All leased shops must operate the designated goods according to the layout plan of the commercial area. If they do not operate according to the designated business type, the corresponding deposit will be deducted according to the management matters notification list, the non-designated goods will be confiscated, and immediate rectification will be ordered. If rectification is refused, the operating qualification will be cancelled, the scenic area will unconditionally reclaim the shop, and the rent will not be refunded.  

4. It is strictly forbidden to sublet shops privately. If subletting privately, the operating qualification will be cancelled, the scenic area will unconditionally reclaim the shop, and the rent will not be refunded. The consequences of disputes arising from private subletting shall be borne by the merchant.

5. It is strictly forbidden to modify shops without the approval of the scenic area. If discovered, the merchant will bear all losses caused by unauthorized modification to the scenic area, and the operating qualification will be cancelled, the scenic area will unconditionally reclaim the shop, and the rent will not be refunded.  

6. After the operator signs a lease contract with the scenic area, they will independently prepare the necessary equipment and facilities for operation. If there are special renovations and equipment, they must be approved by the scenic area before implementation.

7. Operators' vehicles must enter and exit the scenic area within the specified time; vehicles and personnel are not allowed to enter or exit the scenic area gate at other times. (Freight vehicles can enter and exit before 8:00 AM and after 7:00 PM). 8. Operators must consciously abide by the scenic area's safety production, environmental sanitation, and personnel access management systems and must not disrupt the operational order of the scenic area.

9. All signs must have a unified style and material. Each business operator must prepare the sign name when signing the agreement. Other advertisements for the products of each business operator must be approved by the scenic area before posting. The advertising style must be consistent and in line with the characteristics of the scenic area.

10. The scenic area provides training for merchants on daily attire, service attitude, and service language to ensure the improvement of the commercial service image of the scenic area.

11. Merchants must obtain business licenses, health certificates, and other relevant documents before starting their business.

12. Goods must be clearly priced with prominent price lists. Fraudulent practices are prohibited; once discovered, the case will be transferred to the relevant departments for handling.

13. Setting up stalls without authorization, occupying roads for business, and adding other ancillary facilities that affect the image of the scenic area are prohibited. Violators will be shut down by the scenic area in conjunction with relevant departments, and their responsibilities will be investigated.
